Elser is a Development Practitioner whose journey with A Chance In Life began in late 2019 when he joined as an international consultant from Peru. Now, Elser lives in New York City and holds the position of Vice President for Programmatic Activities.

With extensive experience of over 10 years in designing, implementing and managing impactful development interventions across South America, Elser brings a wealth of knowledge to his role. His academic background includes a BA in Psychology, a Master’s Degree in Organizational Psychology from Universidad Peruana Cayetano Heredia, and a Master of Science Degree in Development Practice from Trinity College Dublin, Ireland. Proficient in monitoring, evaluation, financial management, strategic planning, and policy development; Elser’s cross-cultural communication skills foster effective collaboration, establishing a solid foundation for A Chance In Life’s international work.
